Dear Sirs, The Corps' recommendation that the permit for the King William Reservoir be denied is sound and based on clear and convincing evidence. The evidence demonstrates that Newport News does not need this water and that the environmental consequences and the impacts on the Native Americans from this project are not acceptable. Four independent analyses of the water needs, by Siegel/Muller, Donald Phillips, PMCL and the Institute for Water Resources, all came to the same conclusion: Newport News' needs projections are more than twice what can reasonably be anticipated, still assuming a healthy growth rate for the Peninsula. Even if Newport News could demonstrate a need for this water, the harm done to the environment requires that this permit be denied. The destruction of more than 400 acres of forested wetlands which would represent the largest authorized wetlands loss since the passage of the Clean Water Act, the loss of nearly 1000 acres of upland forests, and the threats to the Mattaponi River from this massive withdrawal of water are all unacceptable. The impact of the reservoir on the two oldest Indian Reservations in the United States is one more factor which in and of itself should be an adequate basis upon which to deny this permit. Sacred and culturally significant Native American sites would be destroyed and the subsistence fishing traditions of the Mattaponi would be threatened. Justice demands that the rights and traditions of these native indian be respected. It is most unfortunate that Newport News has now resorted to brute political force and to personal attacks on Colonel Carroll in an effort to win approval of the permit for the King William Reservoir. I support Colonel Alan Carroll's honest and fact-based recommendation and respectfully request that the Record of Decision be a denial of this permit.
